But then he will start with a weapon that is too good for the campaign to start with . It's just unfair for one to have an exotic weapon , and I'm not hobbit them to anybody cause they'll just get through so easy

No I mean, Maybe he has to fight an encounter with a cultist leader on his own during the campaign where he can win a deamon weapon, I could maybe win something else etc...We can win wargear still right?

The I reckon that would be fine... Perhaps the fluff you have written Will could be for later? As in, after this campaign...
